Performance Evaluation Framework 2026

The Quality Assurance and University Performance Department at the University of Al-Qadisiyah, in accordance with the regulatory directives of the Scientific Supervision and Evaluation Apparatus at the Ministry of Higher Education and Scientific Research, provides the comprehensive guidelines and approved performance evaluation forms for the year 2026.

This framework covers all categories: academic faculty members, researchers, administrative, technical, and vocational staff, as well as university and academic leadership, adhering to rigorous institutional quality and accreditation standards.

What Employees Must Do (Evaluation Procedure Guide)

To ensure evaluation accuracy, transparency, and the preservation of administrative and academic rights, all staff members (faculty and employees) must adhere to the following procedural workflow:

1. Verify Eligibility & Select the Appropriate Evaluation Form

  • Faculty Members: Must have completed at least six months of actual service (teaching, academic, or administrative assignments) during the academic year.
  • Staff (Administrative, Technical, Craft/Vocational): Must have completed at least half a calendar year (6 months) of actual service.
  • Newly Appointed Personnel: The year of appointment counts as an evaluation year if 6 months of actual service are completed (faculty are evaluated from the date the scientific title order is issued).
  • Contract & Daily-Wage Staff (Resolution 315): Evaluated according to designated contract forms or regular staff forms if tenured and meeting the 6-month threshold.
  • Form Selection: Each employee must select the exact form tailored to their official designation and duties (e.g., teaching faculty, academic administrator, Bologna Process instructor, research faculty, regular staff, craft employee, etc.).

2. Gather Supporting Evidence & Assemble the Evaluation Portfolio

Employees must compile all official documentation and verifiable evidence supporting the scores claimed for the 2026 evaluation period:

  • Administrative & University Orders: Orders of assignment to standing and ad-hoc committees, teaching schedules, and specific institutional assignments.
  • Scientific & Research Output: Copies of published papers (in Scopus/Clarivate indexed journals and peer-reviewed periodicals), patent certificates, and authored or translated books.
  • Conferences & Workshops: Certificates of participation and attendance in academic conferences, symposia, workshops, training courses, and panel sessions.
  • Letters of Appreciation: Official commendations issued by the Minister, University President, Vice Presidents, Deans, or recognized governmental bodies.
  • Community Service & Extracurricular Activities: Documented volunteer initiatives, field campaigns, and community engagement workshops.

3. Scientific Committee Endorsement

  • All scientific research papers, publications, and scholarly achievements must be submitted to the department/faculty Scientific Committee for formal verification and sign-off prior to inclusion in the evaluation portfolio.

4. Complete Mandatory Supplementary Forms

  • Field Visit Form: Faculty members conducting field visits, scientific excursions, or practical/pedagogical supervision for undergraduate studies must document these using the Field Visit Documentation Form.
  • Student Evaluation Survey: Ensure the administration and collection of the Student Opinion Survey on Faculty Performance for all assigned courses, which directly contributes to the student evaluation metric.

5. Sign the Mandatory Written Pledge

  • The employee must complete and sign the Written Pledge Form, formally attesting to the authenticity and accuracy of all attached information and documentation and bearing full legal responsibility for submitted data.

6. Submit the Evaluation Portfolio by the Deadline

  • Deliver the completed paper dossier containing all certified originals and attachments, along with a digital copy, to the Head of Department or designated Quality Assurance Liaison Officer within the institutional deadline.
  • > [!WARNING] > Crucial Regulatory Notice: Employees who fail or refuse to submit their documentation and portfolio will be evaluated solely based on information available to their direct supervisor, forfeiting all rights to appeal, and the supervisor bears responsibility for the non-evaluation.

7. Official Score Notification & Formal Signature

  • The direct supervisor will formally and confidentially notify the employee (faculty or staff) of their assigned evaluation score.
  • The employee must sign their official evaluation form confirming receipt and acknowledgment of the final score and notification date.

8. Statutory Right of Appeal / Objection (Within 2 Weeks)

  • Employees are entitled to a two-week (14 calendar days) window from the date of official score notification to submit a written appeal to the Institutional Objection Committee established at their college or center.
  • The committee reviews objections in coordination with Quality Assurance and Performance Evaluation officers.
  • > [!IMPORTANT] > Strict Prohibition on Retroactive Additions: Following the conclusion of the statutory objection period and final ratification of results by the University President, no re-evaluation is permitted, and no new activities, papers, or documentation may be added under any circumstances.
